Probably yes in ways that make perfect sense in local contexts. For example, I've never had a landlord try to scam me out of a deposit when moving out of a rental that was expensive for the area. I've never had a landlord fail to do so with rentals considered "affordable" for the area. I imagine evictions are the exact same market space.
