In mice, you can say that their movement follows algorithmic predictions when only one goal is present (food), but I am sure that if you enter a second goal (avoid predator), and a third (procreate) into the same experiment, you will find that the algorithm will be insufficient...at least insufficient until you have some data reduction technique on the problem space.
