What exactly is a "good photograph"? Are we purely talking about the artistic aspects (composition, etc.) and disregarding the technical ones (sharpness, etc.)?

What exactly is a "good photograph"? Are we purely talking about the artistic aspects (composition, etc.) and disregarding the technical ones (sharpness, etc.)? I've seen some amazing photos done with crappy cameras (or phones - i.e. an old iPhone4). But I imagine the same photographer would take much better photos with a brand new DSLR (or mirrorless!) than with an iPhone4. ...again, unless the term "better" used in the context of these kind of discussions is supposed to disregard the technical aspects of a photograph. If I hired a top photographer big bucks to photograph my wedding, and he/she showed up with an iPhone4 saying that they are confident with it, I'd be very wary...
