Due to the LA’s “progressive” prosecutorial policies. It’s seemed to be designed to artificially lower the crime and incarceration stats. The train company actually runs it’s own police force. So it can arrest these people. Then they turn them over to the local authorities, which often doesn’t even book them. Some just pay a nominal fine like they might for speeding.
