Is it? Economy of scale would seem to win the day in the end. Building an electric car is not fundamentally different than building an ICE one. Changing the drivetrain does not change the rest of the vehicle that much, other than packaging, and thats pretty easy to figure out, any competent manufacturing engineer can do it.
