Parameterization, modularization, and the like have big hacker appeal. As a coder, I feel that, too. But our lived experience applying them to license terms has been rough. The Fair Source License. Ongoing confusion about what "Creative Commons license" means, and the fact that there is more than one of them. The Cambrian explosion of small tweaks to MIT and BSD terms.
In the end, for this license and others, I think the benefit in building recognition of and standardization on a fixed set of terms outweighs the cost of "one-size-fits-all" figures. The most important potential variable, what the paid license will cost if and when you need a paid license, isn't fixed in Big Time.
