I think this is probably reversed in the caae of HN. To me it feels like 10% of people write posts, but it's the 1% that checks and votes on 'fresh' which decide what the remaining 90% see. And this is before any moderation takes place (shadowbans, rate limiting, visibility limiting, etc)
