Not really. For countries trying to deter the US, yes; it provides a measure of concern. For the US, hypersonics give faster strike times. If you can decrease the interval between target detection and strike, you make it more difficult for your opponents. The US will use hypersonics in anti ship roles (though it's arguable that the SM6 already provides this), but more importantly, hypersonics will fulfill the desire for Global Strike.
