There is a cli version. Is that not stable enough? I imagine at Signal this is not decided based on the whim of a CEO, but on how to implement it secure,privacy friendly and free enough. E.g. if you havd to upload your private keys to some bot service, that may work but is terrible. Or if the service can easily bd flooded with bots spamming us. Or if the security model requires some apple alike central checking comittee. And so on.
