The point of Activation Lock is that you can’t activate an iPhone without access to the iCloud account that it’s locked to. So, no. You could bribe an Apple store employee to unlock it but that’s against their contract because it would allow stolen phones to be activated. You could perhaps use a jailbreak or something so you can use the phone without activation but it’ll never really work right and the developers probably aren’t interested in working on it, because it would mainly benefit thieves.
