If you're from a poor state, you can get into a solid flagship school (including medical school) even if you could never get in to places with single-digit admissions (like the top tier ofCalifornia schools). Whereas people who would be able get into the high-ranked California Universities can probably get full scholarships to solid out-of-state private schools too.
