In Canada, we have universal health care, paid for by taxes and a fee based on income. It covers everything except elective surgery - breast increases, nose jobs etc(except for pathological cases like huge overgrown breasts being reduced or gender changes deemed medically needed). One might say that someone who refuses any vaccination is electing to be risk the disease should they get infected = an elective situation. Thus the added fee of $100 is akin to an elective case - one that can be avoided by the free vaccination. It looks like a mild coercive measure as the $100 is nothing compared to a hospital stay.
It has aroused a huge furor - based on socialistic absolutes... but I think Quebec will persist.
