- arminiusreturns 5y agoOne of the best books on this is The Terror Factory: Inside the FBI's Maufactured War on Terrorism by Trevor Aaronson. My 97% is based on a memeory of that number being used by Mr. Aaronson in a talk he gave at politics and prose, so the exact percentage may be different the point is that it is the case in the vast majority.
