Many years ago I had to get formally trained on the whole counter-terrorism thing. It was depressing, because of how obviously broken and compromised it was. You could clearly see that the military had done 99% of the leg-work in developing the SOP, and the bureaucrats poisoned the whole thing with their 1% contribution. Anybody who has done any reading about the activities of the USMC in its first 100ish years knows that this was a solved problem. Anyway, here is the most glaring problem that comes to mind for me (maybe it changed and is a non-issue now, dunno): the process for designating a terrorist group.
1) The group must demonstrate that it holds a disposition to terrorism.
2) The group must possess the means to wage a campaign to that end.
3) Be nominated by the Department of State
Gee... I wonder where this whole thing will not only be totally broken - but eventually twisted in ways that only "conspiracy theorists" could imagine?
