  Similarly, the Government blames "Havana Syndrome" on 'adversaries', instead of admitting that the Syndrome is really a workplace injury, caused by unrecognised (as yet) workplace activities. Those 'adversaries' are remarkably scattered all around the world, even in Washington DC.
