You've missed the fact that there are two attributes, rank and regiment. So it's something like this for a 3x3: 1A - 2B - 3C 2C - 3A - 1B 3B - 1C - 2A

    You have two 2s in the second column

    Close. Pretty sure you have to use all values for letter and number combination. For example, you don't have f2.
