My understanding is that this was only during the generation that started with the polio vaccine mandates. Because those children got it and were normalized to it, then it became normal subsequently. Prior to that there was indeed massive resistance and skepticism towards the polio vaccine and vaccinations broadly. (This is also the cycle against seatbelting.)
