Recently I bought a T420 for 120 euros. I updated it to 8gb ram and 250 ssd for 100 more euros. Total cost 220 euros for a laptop that covers most of my needs as a developer. It runs Windows 10 and manjaro Linux on two partitions flawlessly! I don't think that there's a better value for money laptop anybody could buy. If somebody believers otherwise I'd really like to see what's the other options.
