Did you read the article? The gyst of it is that if you are receiving unemployment insurance, you no longer forfeit it by starting work on a pre-revenue startup. Previously, you would have been "self employed" and lost access to your unemployment. I'll further note that this bill, as far as I know, does not make venture capital illegal.
