It's illuminating around the fluid nature of the situation, the pressure the regulators are under, and how difficult it can be for the recipient to comply even despite well meaning policies (waking him at 5am as described etc).
Really personal anecdote but Italy changed its mask requirements to necessiate the new FN masks (or whatever) and I almost missed a train at the central Milan train station after Christmas due to the lack of notice. Same at the airport: people were not issued boarding passes without the new mask but no real notice was given it was required and people were scrambling to find it. Italy did the right thing but there's a ton of friction around these sudden policy changes.
We're in the phase of negotiating how much tailoring of "freedom" is allowed for a collective decrease in cumulative risk.
These non-relevant edge cases are common sources of discussion we as a society can hash out what we agree with with regards to desired public policy to be subjected to.
