"It’s a common fallacy of tech people to think that all problems are of a technical nature" Exactly! Computers will be sold somewhere, parts will be bought from some countries / vendors, using money issued by governments, connect to others using internet ( which again has 100s of regulations from state / central governments ). There are way too many factors to become truly decentralized.
