I strongly believe what they really want (even if they don't know they want this) is a National ID system, that includes at least weak crypto signatures as a proof someone is holding a piece of ID. Though what I'd rather have is a portal run by the government to run ID verification requests through (so they're logged) that people can then authenticate to that site and sign off on approvals for.
