I'd expect a gender-neutral term for a ruler, because "king" can be thought of being the combination of a "royalty" component and a "male" component, rather than just having a "gender attribute".
And indeed, if you try `king_NOUN` - `man_NOUN` with word2vec trained on English Wikipedia [1], you get these nouns:
- monarch NOUN 0.49
- ruler NOUN 0.47
- kingdom NOUN 0.46
- queen NOUN 0.44
- vassal NOUN 0.43
