Last weekend I was playing this in a VM where it felt very slow and easy. I went looking and found a fan patch (https://forums.sonicretro.org/index.php?threads/sega-pc-reloaded.34181/ https://forums.sonicretro.org/index.php?threads/sega-pc-relo...) that allows the game to run on modern hardware / Windows and it was faster than I remembered.
