The scam website is passportlab.xyz (Thanks for including the URL in the news article I guess?) Looks like it is registered with Google Domains. They use magic.link to send a URL. They are using Stripe to process payments. Any one of these could lead to the perpetrator. (It looks like Stripe might have shut them down already though.)
