Virtual doesn't work the way they have implemented it. If the same problems exist that you list: "teacher/substitute teacher shortage (staffing issue)" they don't assign, permit, and administer the virtual classes and assignments for the same reasons. The few teachers who are out ill, and try to do so, are fewer than you think. At least here in NY.
