I haven't looked at the numbers in a while, but I think we also have much more top heavy education organizations, and much more unequal distributions of funds due to the bulk of funding coming from local property taxes. So, while we may, at a national level, have higher per capita spending, many, and maybe even most, places have much lower per capita spending.
