Aren't debt and income both denominated in $? What's the other unit?

  One is in dollars, the other in dollars per time unit.

    Ok, yes, that's true. But they're often compared directly. For countries, Debt-to-GDP ratio is a common statistic used to indicate the health of that country's economy/fiscal policy.
