I had something similar, itchy eyes/eyelids with small dots on the lids. I was told it's blepharitis (https://my.clevelandclinic.org/health/diseases/10032-blepharitis https://my.clevelandclinic.org/health/diseases/10032-blephar...) and was told to use a eyelid scrub (https://www.webmd.com/eye-health/how-to-use-eyelid-scrubs https://www.webmd.com/eye-health/how-to-use-eyelid-scrubs) twice a day. It worked. My eyes stopped itching, and over many months, the frequency of the dots decreased too.
