I've wondered about a system where after a short initial period you pay a fee based on a value you assign to the copyright. The twist being that this value is then used for the sale of the copyright. Disney say that Mickey mouse is worth $1M to pay lower fees? OK but anyone is able to buy the copyright for that amount.
By keeping something in copyright you're stopping everyone else from using it as they want, and asking the government to enforce this for you. In return, you should pay for that privilege. Having one system/cost for both my small run book and the basis for multi-billion dollar companies feels odd though.
You could have the fee scale based on age, or not.
Curious to hear where this poorly spec'd system would fail, so am putting it on HN to be dismantled :)
