Some people do, some don't. Just like some people obey the "rule" of not to murder, while others don't (including governments). Rules can certainly be broken, and that's not always a bad thing as our understanding of what it means to be alive and free evolves over time. The rule that women shouldn't be allowed to vote in a democracy is a great rule to break, for instance.
