This is just another refusal to understand that Starlink satellites have onboard collision-avoidance systems that work perfectly. There is no way to run such a large network of satellites without automation, and everyone knows this. In this case, there is the added dimension of increasing tensions between the US and China, which incentivizes them to go for soft PR stunts like this.
