It's a trivial solution, though it might not be easy to do for each person to give up their habits and luxuries. We don't need to outlaw air-travel or design complicated tax-schemes to disincentivize it, we just need to stop traveling by plane. The complexity comes from "okay, but I don't want to do that, what other ways are there", and I don't think there are many.
