A pretty successful economic model here in France is non-profit consumer cooperative for care sharing https://citiz.coop/english https://citiz.coop/english Unfortunately this model is lagging behind in Paris because former mayor chooses to subsidize a big corporation to run care sharing and they let the fleet deteriorate before closing business. But in town that embraced the cooperative (and slightly subsidized model) it's working like a breeze.
