In my opinion, there are three elements to any such automatic behavior.
1. How often does the behavior go wrong. Are there cases where the behavior goes wrong much more often than usual? You can also interpret this as "how often does the behavior break user expectations, even when it technically goes right".
2. If it goes wrong, how disastrous / irritating the consequences are (from the perspective of the user)?
3. How easy it is to recover from a wrong prediction.
If the product of those three factors get too high, the behavior is more irritating than helping.
Sometimes a suggestion is a much better option than invoking the behavior itself.
