Yes, its a fairly well known issue at datacenter scale that if you power-cycle everything, some percentage of things won't turn back on (I recall something like 1% of HDDs just failing to work again being the number quoted at me). This obviously isn't the case for fresh new HDDs, but ones that have been spinning continuously for a years. Other hardware is similar.
