In the years after the disaster of 1999 [1], we used to do exactly that in Turkey in the 2000s, couple times a year. I'm not sure when/why they stopped. On a not-too-closely-related note, the last time I heard of one was in 2013, when a group of riot police forcibly dispersed a civilian drill.
