I'm assuming you've never had something that approaches a real life legal threat? It's extremely stressful. It's one thing wanting people to know about laws, it's another thing to induce emotional distress just because you think some individual should know. Personally I think it was a horrible thing to do to an innocent person. Totally thoughtless and uncalled for.
