A full stack framework on any language you prefer, such as Laravel or Rails. Interactive parts with hotwire/livewire or Unpoly. Definitely not a bare bones one (express, flask, Sinatra, etc...) And absolutely NOT an SPA. Deploy on heroku until it gets expensive (like, an ops salary expensive) then move to AppEngine.
