I recently received a 3rd dose/booster, and I have to agree with the WHO that it's bad public policy that 3rd doses are available before the rest of the world has 1st doses. But then, considering the storage requirements and fragility of the common Pfizer and Moderna vaccines, I'm not sure to what degree 3rd doses is negatively impacting developing countries. It is a pandemic and every chance the virus has to mutate, it takes and succeeds. How would the pandemic look if all people get 1 dose before any person gets a 2nd let alone 3rd?
