Maybe. Wikipedia has a lot more to say https://en.m.wikipedia.org/wiki/2010_flash_crash https://en.m.wikipedia.org/wiki/2010_flash_crash. More than a few folks quoted there seem to say that while this is what the final SEC report said, it's basically ludicrous to blame an individual and doesn't match the data very well.
