I am a noob in this field, but is there some way to do the following: 0. User provides a password. 1. The system stretches this password. 2. A private key is derived from the stretched password. 3. A public key is derived from the private key. Is this possible?

What do you mean by stretching?

  Users usual enter low entropy passwords. By stretching I mean a step to make a user entered password into high entrropy password.
