Well, regulations don’t work 100% of the time either.
- sofixa 5y agoThey do. Not always to a 100% ( e.g. US prohibition of alcohol), sometimes with unintended consequences, sometimes even counterproductive consequences. Nevertheless, it works better, in theory and practice.
