Rather than making a pitiful example of the poor driver, I wish cases like this were handled the way airplane crashes are: find the multiple causes that coincided and lead to the crash, then address them through an appropriate mix of hardware fixes, process changes and training improvements.
Having gone through air brake training myself more than a decade ago, there are a lot of nuances that one tends to forget without refreshers. Most importantly, drivers don't get experience handling the failure modes when they occur. The driver was probably panicking with an out of control vehicle and unable to recognize the runaway truck ramps as a solution. If truck drivers had to go through training which included handling a runaway truck + trailer in simulation, the driver would have been better prepared and known the correct course of action to take when he was placed in the situation. More importantly, having experience the situation in training, he probably would not have reacted in the same way. There are so many lessons we can stand to learn from how the airline industry trains pilots.
