Ask HN: Why complicating onboarding stuffs so hard?

I think the hardest job a developer is not working on issues to solve issues. It's the dev environment setup. The easier to get environment setup done LOCALLY, the more productive developer becomes. I joined several teams last months, and most of the issues is due to complicated for nonsense reason development setup. Do you have similar experience ? Just curious in this case.
