  It's a figure of speech. "Should" here is short for "should according to our best theories. Therefore those theories are inaccurate".

    I know it is a figure of speech, but it is quite a convenient one! It implies their math is right and the universe is wrong! Let me fix it: "Scientists models of the expanding universe fail again."
