Sounds a lot like how many western military companies have turned to basically siphoning tax money without providing much value. Then they have the extra resistance of sanctions. Without an environment were credible competitors could emerge I would imagine being an engineer within the Russian space program is not so much fun anymore. It sucks to put your heart into something only to see it being messed up by management, no matter if management is in the US and blinded by VC-money and status, or through embezzlement in Russia.
