Just an anecdote: when my rental SUV was broken into in Sunnyvale a couple of years ago, when I called it in to DPS, the dispatcher literally laughed at me and said, "yeah, we get break-ins in that lot every day!"
For locals, this was the lot by St. John's. It's a retail strip with parking on one side, with only two entrances/exits to its private roadway. It would be trivial to use a bait vehicle and block both exits completely out of sight from most of that main lot. It's never been tried, to my knowledge (nothing in the media or social media to that effect).
