An ICE maker could do very well, just executives throwing chairs, calling electric cars cancer and suing with proxy patent trolls. They could mess up charging infrastructure standards by introducing their own incompatible ones. For example if a manufacturer has plugin hybrids but no electric cars, then it's in their interest that where a hybrid can be charged, an electric car cannot (or can only very slowly).
