Generally at big companies you needed people to manage the infrastructure, and people to manage the layer on top of that infrastructure though. With clouds you can consolidate those groups into one group that is smaller. I think Cloud still costs more overall, never been convinced it actually saves money. I do think it tends to increase developer velocity though, and that can be worth it.
